Singapore Changi Airport Entry Requirements

Extensive Guide for Travelers

As the primary gateway to Southeast Asia, Singapore Changi Airport (SIN) maintains world-class security and immigration standards. For a seamless journey, it is imperative to understand that entry into Singapore is not a right but a privilege granted under specific conditions. Whether you are visiting the iconic Jewel Changi or heading into the business heart of the city, this guide covers every regulatory detail you need to know.

General Entry Requirements

Passport Validity

Minimum 6 months remaining validity from the date of arrival in Singapore.

Onward Travel

Possession of confirmed onward or return tickets to your next destination.

Financial Means

Evidence of sufficient funds for the duration of your stay in the city-state.

SG Arrival Card

Mandatory digital submission with Electronic Health Declaration.

Understanding the SG Arrival Card (SGAC)

The SG Arrival Card (SGAC) has replaced the traditional paper Disembarkation/Embarkation card. It is a digital travel and health declaration that all travelers must submit before arriving at Changi Airport. This system allows the Immigration & Checkpoints Authority (ICA) to process passengers more efficiently.

Timing is Critical: You must submit your SGAC within three (3) days prior to your arrival date. For example, if you are arriving on June 30th, you can submit your declaration from June 28th onwards. Submitting earlier than the 3-day window is not possible as the system will not accept the dates.

Who is Exempt? Only those transiting or transferring through Singapore without seeking immigration clearance (staying within the transit area) are exempt. Additionally, Singapore residents (citizens, PRs, Long-Term Pass holders) traveling through land checkpoints are not required to submit the SGAC, though they must do so when arriving via air or sea.

Warning: Beware of Scams

The official SG Arrival Card submission is completely free. The ICA does not charge for this service. Avoid third-party websites that request payment for "processing" your arrival card. Use only the official MyICA Mobile app or the ICA website.

Visa Policies & The No-Boarding Directive (NBD)

Visa Requirements

Travelers from Assessment Level I and Level II countries must possess a valid Singapore visa. Holding a visa alone does not guarantee entry; travelers must also meet all other entry requirements. Each application is assessed on its own merits by ICA officers.

No-Boarding Directive (NBD)

Under the NBD system, the Singapore government can issue a directive to airlines to prevent individuals who do not have the proper authorization or who are deemed ineligible from boarding flights to Singapore. Ensure your documentation is perfect before heading to the gate.

Yellow Fever Vaccination Requirements

Singapore requires a valid International Certificate of Vaccination against Yellow Fever for all travelers (aged 1 and above) who have visited or transited through countries with a risk of Yellow Fever transmission within 6 days prior to arrival.

  • Africa:
  • Angola, Benin, Burkina Faso, Burundi, Cameroon, Central African Republic, Chad, Congo, Cote d'Ivoire.
  • South America:
  • Argentina, Bolivia, Brazil, Colombia, Ecuador, French Guiana, Guyana, Panama, Paraguay, Peru.
  • Consequences:
  • Failure to provide a certificate may result in a 6-day quarantine or being denied entry.

Customs, Prohibited Items & Currency

Singapore has strict laws regarding what can be brought into the country. Ignorance of these laws is not accepted as an excuse, and penalties can be severe.

Prohibited Items

  • Chewing Gum: Except for oral dental and medicated gum.
  • Tobacco Products: Chewing tobacco and imitation tobacco products (e-cigarettes/vapes) are strictly prohibited.
  • Controlled Substances: Drug trafficking carries the death penalty in Singapore.
  • Weaponry: Firecrackers, flick knives, and toy guns that resemble real weapons.

Currency Reporting (CBNI)

If you are carrying Physical Currency or Bearer Negotiable Instruments (CBNI) with a total value exceeding SGD 20,000 (or equivalent in foreign currency), you are legally required to submit a report (NP 727) to Customs upon arrival and departure. Failure to do so is a criminal offense.

GST Relief and Duty-Free Allowances

Travelers are entitled to GST relief on new articles, gifts, and souvenirs, provided they are for personal use. The amount of relief depends on the time spent away from Singapore:

Time Spent Outside Singapore GST Relief Amount
48 hours or more SGD 500
Less than 48 hours SGD 100

Note: There is no duty-free allowance for liquor for travelers arriving from Malaysia or for those who have spent less than 48 hours outside Singapore.
