Yes Tom, In order for you to enter Turkey you will need : a COVID vaccination certificate or a PCR test, and a HES
code that you can get from the "Turkey Traveler Entry" webform 24h
before landing.
For Quarantine, it's only applicable if the COVID test upon your arrival is positive.
