Dear Lou,
In order to enter Turkey, you can either provide a negative PCR test that is taken 72hours at most, or a COVID-19 vaccination certificate that proves that you have taken both vaccine doses not only one. It is also mandatory to fill in the Turkey entry form in order to get a HES Code.

Hello, I'm hoping to travel to Antalya for dental treatment. I've received 2 doses of Vaccination. 1st Astra Zeneca 2nd Moderna.
I've never contracted Covid and would like to know if I would still need to be quarateen for 14 days in a hotel?

For passengers traveling intercity inside turkey using common transportations: plane, bus, train, or any other public transportation, will need to provide: Proof of vaccination, or a Negative PCR test taken 48 hours earlier. No quarantine is needed when it comes to domestic circulation.

All travelers who have been in South Africa in the last 14 days before entering Turkey, are required to quarantine for 14 days at their own cost at government-designated facilities. In addition to a printed or electronic negative COVID-19 PCR test result that must be taken a maximum of 72 hours before arrival to Turkey, and a HES Code taken from the Turkey Entry Form.

You only need to submit a negative PCR test and be quarantined if you're coming from one of these countries :AfghanistanBrazilNepalSouth AfricaSri Lanka.
Other than these, a full COVID-19 vaccination certificate is enough to enter Turkey.

No PCR test is needed for transit as long as the passenger doesn't leave the transit area. However, you can still get a PCR test inside the Istanbul Airport if needed.
