In order to enter Turkey using the new Istanbul Airport, all you need is a vaccination certificate and a HES (health certificate) that you can maintain easily online 72 hours at most before departing and
presented at check-in and upon arriving. You can check this page for more details: https://airport.online/istanbul-airport/en/hes-code it's mandatory.
When it comes to the visa it's related to your passport and not the place where traveling from. For US citizens visa is required, but the good news is for Turkey you can make an E-VISA again easily online from the following link: https://airport.online/istanbul-airport/en/evisa
For the rest of the arrangement, you can check websites such as Booking.com or Airbnb for the amount of time you would like to stay.

For your child, she needs to submit a PCR test since she's not fully vaccinated with both doses. However, if you managed to get a certificate for her vaccination then she doesn't need any other requirements.
