Vaccinated passengers don't need to submit any test in order to enter Turkey as long as they hold paper proof of their vaccination for 14days before traveling. Fore passengers below 12 years old, the Covid travel restrictions do not apply to them.

My mother is relocating/emigration to Malta.
She is currently in South Africa. She is fully vaccinated and is in possession of a Swiss vaccination certificate.
She has purchased airline tickets to fly to Malta via Istanbul.
Under the current circumstances can she fly to Istanbul, stay in a hotel for the required 14 days and then fly to Malta?

The way it reads is that even if you were in South Africa 14 days before there is no need to quarantine if you have proof of both vaccinations.
