I will be coming to Istanbul on 17 December from Germany.
I have one pfizer vaccine only because i was infected before with Covid on December 2020. as per the rule in Germany, 1 Vaccine is required for me only and i am considered fully vaccinated.
Do I need a PCR test to enter Istanbul ?

Passengers who don't have two full doses of vaccination need to submit a negative PCR test in order to enter the Turkish Territory. But if you hold a covid recovery certificate for the last 6months, then you will be exempted from making the COVID test.

the passengers from Germany, PCR or rapid antigen test is required. Could you clarify which is correct?

The restriction keeps on changing based on the COVID state. But still, a PCR test is required only for passengers that are not fully vaccinated in most of the countries including Germany.

Entry" webform in order to maintain the HES Code (health certificate) 72 hours at most before departing and presented at check-in and upon arriving because it's mandatory.

I have taken two Moderna vaccine doses which is considered fully vaccinated however I am planning to take a booster(Pfizer) shot next week. Is it ok to have a booster shot different than the original two doses which were Moderna? will there be any issues entering turkey?

You can get as many HES codes as you want, but usually, the code expires after a period of time. For your case, your previous code won't work anymore, you will need to get another one 72hours at most before arriving.
